No. Jira remains the source of truth for Jira work. Handoff Pulse adds the transition context needed by an incoming shift or colleague.
The current release uses Atlassian Forge and Forge KVS for structured app data. The verified release manifest declares Jira read scopes and Forge app storage.
The verified current release requests read access to Jira work and users; it does not request Jira issue write access for its core workflow.
The verified current release declares no external data egress and no vendor-operated remote backend. This statement is reviewed when the app architecture changes.
Forge licensing is enabled. Ordering, billing and licence provisioning will be handled through the Atlassian Marketplace once the listing is live.
